It needs a new battery, plain and simple, I suggest just buying a new protector.
Sorry, there was a problem. Please try again later.The system is running a POST (power-on self test) where it literally is simulating a power outage to deterime if the battery has any usable charge. The light should turn green and the tone should stop fairly quickly. If not, you're either pushing through too much voltage (and need to move up to a higher capacity) or the battery has possibly reached end of life and needs to be replaced.

You can reset the unit by disconnected the battery then holding the power button for around 10 seconds. You can then reconnect the battery and power the UPS back on.
