• With an internet connection and an Apple ID, you can make and receive calls in the FaceTime app (first sign in with your Apple ID, or create an Apple ID, if you don’t have one).

• All apple devices on a current OS have facetime. So you don’t need a smartphone to use it, but whoever you want to call has to have some kind of apple product (iPhone, iPad, Mac) to receive the calls.
