If you already have wifi internet service in your home, this iPad will connect to it for no extra charge. If you do not, you will need to call an internet provider and have wifi service installed in your home to use this device. Or, you can use it in public wifi spots such as libraries, coffee shops, etc. It needs an internet connection in order to function properly. The iPads listed as wifi + cellular also include the ability to connect to cell phone towers for an internet connection. There is a monthly fee to a carrier (Verizon, AT&T, etc) for the service, but it allows the device to be used pretty much anywhere on the road, much like a cell phone can connect anywhere.
