The term "unlocked" refers that it is the iPad with Wi-Fi + Cellular model, as opposed to the other model which does not have Cellular. And this means that it does not have a Cellular Carrier (Verizon, AT&T, T-Mobile, etc.) but you can arrange a Cellular Plan with any of these Carriers later after purchase. Having this, the iPad will have access to that Carriers 4G LTE network.

Please try again later.It means that if you want to add the ability to use data across a phone companies data lines (that will cost extra per month charged by the phone service)it will work with any supported company. So as long as the phone company can support IPADs on their 4G network you can get a SIM card from that company and use their data service. If you only plan to use Wifi, then this is not relevant.
