Yes you can, as long as it is unlocked (Applicable only WiFi + Cellular). iPad with just WiFi alone, can be used anywhere across the globe.

Yes. It works perfectly fine in every country. You just need a wall AC adapter. If you are using a cellular data plan you would also need to buy roaming or a new SIM card.
