• No it does not. Just buy the WiFi version—cheaper anyway. Use WiFi wherever you are.

• No, it does not. Just get the Wi-Fi version of the iPad (cheaper anyway, compared to buying cellular version). Then I just always use it connected to WiFi wherever I am at. I have always bought just the WiFi version of an iPad.
