• If you want to get on the internet without wifi, you will need to be able to connect to a hot spot.

• Sure, you can use it. But if you don’t have Wi-Fi, this does not have a data plan with it so you would have to be doing something that does not take Wi-Fi. My product was brand new not refurbished.
