• I have had iPads for many years and none of them have had cellular service. WiFi is easily accessed anywhere you go, and in the few instances that it hasn’t been available, I have linked my iPad to my iPhone and used the cellular from it.

• No you don't need the cellular plan. It can be used on wifi only
