“How hard is it to transfer apps, contacts photos ect from an old I pad to a new one. My I pad model A1395, doesn’t allow me to update or order any new apps.”

If you have both Ipad's next to each other they will compete a wireless transfer. It will be part of the setup of your new ipad.
