No, the pencil is not included. It is an option. Yes, you can use it as a phone if you buy the right one.

This Ipad is not a phone, but there are some apps that can give it some limited features like a phone including wifi calls. If you need a phone, take a look at the iphone pro max. Best Apple phone to date.

You can FaceTime Audio and iMessage people with iOS devices, but no one else. If you have an iPhone, you can forward SMS messages from your phone to iPad. You CAN make and receive calls IF you have an iPhone to link it with.
