Just throw your music on a cloud service and download to your device so you can play locally without streaming. Or if you have something like Spotify, you can download the album or playlist for offline playback. That’s what i do.

Yes, if the music is on your computer make sure you download iTunes to your computer and sign in. Then sync your music from iTunes to your iPad and there you have it.

Yes. Natively through iTunes and the Music app, or through a dizzying array of third party applications which let you store offline downloads. You can download or play on WiFi, and then play locally afterwards even if there's no wifi connection from your downloads. This has been a feature of iPads and iPhones for over 10 years.
