“If this is the latest model, according to Apple, it should support the Apple Pencil. Yet, other question/answers state otherwise. Which is it? Is this the latest model or not? If it is why are answers to questions only mentioning 3rd party stylus’s?”

Apple pencil is supported on the iPod pro models. The 9.7 inch 2017 model does not support the Apple pencil but a new 2018 model just being released does.
