If you purchased with PayPal, make sure your card is linked and verified on their end and that the card on file is up to date. You also have to select a feature that indicates how you prefer to shop online. As far as I can tell, BestBuy does not provided details around issues with PayPal. I had to investigate on my own. Your bank might also put a hold on items with vendors located in certain states with heightened online fraud concerns. You may want to check with your bank. I ended up canceling my first order. Upon confirmation of cancellation, I placed another order for the same product. It went through without issue. Be sure your product order is confirmed as cancelled first before you place a new one to avoid double billing.
