• You can FaceTime from anywhere in the world with an internet connection. I talk to friends all over the on FaceTime...it's great. That's the beauty of programs like FaceTime, Skype, etc... You can do it free from anywhere.

• I have friends in different countries and I can do FaceTime with them without any problems. Both iPads have to set up unique Apple ID to work.
