• Yes you can if you have tethering enabled on your phone.

• If your carrier's postpaid or prepaid plan supports Wi-Fi hotspot, you will be able to connect your iPad to your phone to get Internet that way. I am able to connect my iPad to my phone's hotspot (have prepaid plan). Works great!
