“My child (11yrs) wants it to draw and paint is this the same as a artist pads ? I know artist pads come pre programmed with all tool to draw and paint with pen . Is there a app for this on this iPad cuz the coast is about the same .”

There are free drawing apps that you can download in the app store that allow you to paint, sketch, doodle, etc.
