My child (11yrs) wants it to draw and paint is this the same as a artist pads ? I know artist pads come pre programmed with all tool to draw and paint with pen . Is there a app for this on this iPad cuz the coast is about the same . null

There are free drawing apps that you can download in the app store that allow you to paint, sketch, doodle, etc.

There are programs you can use for it, but not dedicated full features apps. You can "paint" through Apple Notes, but for more options you should look at downloading an app designed for that.
