I had an ipad 3 with cloud storage. My pics came over when I set up icloud on the new ipad. The ipad has the typical photo app but I use a free photo editor, poster and collage apps all which can be upgraded for an additional cost. For heavy editing I use Adobe Photoshop on my laptop.

There is a photo organizer that allows editing built into the iOS. If you require more editing options there are plenty of great apps available. If you have the Apple Pencil, you can start making notations on it my just writing on it. I like the photo recognition; I can ask Siri to show pictures of my kids on a certain day and it will bring those up. It will also show photos of my pets if I ask it to show me cats photos.
