No, the best method is probably creating a backup on your computer via iTunes if you don't have enough iCloud storage.

I just transferred old content to the new iPad. Was worried about losing photos, etc. Best Buy walked me thru the process. Easy to do and all content moved to the new iPad. One thing you MUST do - back up your old iPad just before activating the new one.
