No. If you choose AT&T, it is carrier locked. Carrier locked means that you can only use it on that carrier's network. Best buy does not have an unlocked option. If you buy directly from Apple (https://www.apple.com/shop/buy-iphone/iphone-12) you can buy the unlocked phone for $30 more than regular price. (That's the same price as from Cricket)
