• You'll need to directly buy an unlocked activate later phone from Apple. I also use MINT Mobile.

• You need to purchase an unlocked one from Apple directly. You will have to have one you purchase anywhere else connected to a plan for AT&T, T-Mobile/Sprint, or Verizon.
