According to what is written the iPhone can use the lively app but I am not sure about the "lively network."  My iPhone is operating on the Verizon network and is unlocked for other networks.  Google "will an iPhone run on the Lively Network."

It is possible to set up Siri to make calls either by speaking the number of using a person's or place's name that is in your address book.
