Yes, but you can use one from an older phone to make it easier to keep the same phone number and transfer data. The new sim card can go into an old compatible phone. I put my iPhone 7 SIM card in a new XR, moving the phone number to the new phone. The new SIM card went into the iPhone 7 and I gave it a different phone number from a phone I retired.
