The devices are not unlocked. You can still use T-Mobile's SIM cards in the unit but once you do the device will lock to T-Mobile.

Yes you can purchase the phone unlocked and use on T-Mobile. Just note that the stores will not let you pre-order the phone as an outright. They will only pre-order if you are using it on one of there carriers.
