• I am fairly certain it was running at least 13, when I bought it about a month ago. I upgraded quickly after getting it, and running 14.6 now. iOS 13 would be a little out of date at this point.

• I don’t know exactly which IOS was originally loaded. It did an update while setting up. It has 14.6 currently with update waiting, so you should be fine for Pandora App.
