Yes, you can download from iTunes.

Yes it is basically an iPhone without a SIM card (att,Verizon ect) so to access internet it has to be on WiFi. iTunes and App Store all available as well as WiFi calling and iMessage. Bought for our 8yr old who I wasn’t ready to buy a phone yet and hope I can hold out until he’s a teenager, ha! Hope this helps.
