Yes you can. The Mac mini supports 4k HDR monitors. And I'm currently using it with the Logitech MX Mechanical mini keyboard and the Logitech MX Master 3S without out any issues.

Depending on the inputs on your monitor, you may need to get an adaptor, if it has HDMI in, you’ll just need a HDMI cable…
Other than that, a USB hub to plug the monitor/mouse into is helpful,  it your should be fine…

if the Dell monitor has a HDMI port then yes the Mac Mini will work with it, as well as the Logitech keyboard & mouse.
