“I have a 2019 iMac which has been operating extremely slow and many applications are not responding promptly. Not sure if buying a new iMac or this mini processor is the best route. Can I use my 2019 iMac with this just as the monitor?”

I am using a 2007 iMac and don't think it is slow. Based on that, you might have other problems but I cant say I know much about computers since 2007 was the last one I bought and up until 2 yrs ago my phone was from 2010.
