16 gigs should be plenty of RAM for Python programming. Frankly, 8 gigs might suffice, depending on how involved your project is.

Depending in what UI you are using to write and compile as well as other apps running at the same time you may want more, but unlikely. You would inly need more for graphics intense tasks or lots of gaming. Cheers!
