• Yes you can. Go to settings then general then scroll down to trackpad and turn on “tap to click”

• No, iPadOS doesn’t currently support that feature, but watch for OS updates from Apple because there is a chance they will add the necessary software in one of the next few releases. The iPad and keyboard hardware are certainly able to support it.
