The cellular costs $10 per month on your phone bill, it allows you to make calls and text without your phone on you. The normal costs nothing after paying for the watch but you need to have your phone on you to call or text.

Example-If you have your phone on the first floor, and are in basement you can take calls from your iwatch. You can listen to music downloaded on it for running/walks without your phone. So I would forgo the cellular version since you need to pay a monthly cell charge. It may be nice, if you need that feature but if not you can save money for the cost of the iPhone and cell bills.
