When the phone is on WiFi it should send all notifications directly to the watch even without traditional cellular service. All other functions like health data and and GPS should work fine but you should check to see if the apps used to text or call have an Apple Watch app. If they have an watch app there should be no issues, if they do not then the watch may not be able to send or receive calls/texts but it will still alert you when a notification arrives.
