yes it has it but for blind people don't wear any watches at all but they can hear the sound but i do have seen that some people are deaf and blind so they don't need watches at all so that's blind people have their choices on their own

Sorry, there was a problem. Please try again later.It does have voice over. It also has something called walkie talkie so you can chat whenever. But I don’t understand why you’d want a watch for a blind person. I think a normal walkie talkie would be better
