No, that feature was removed on watches sold after Jan 18th 2024 pending the resolution of a lawsuit against Apple. The app is still there but brings up a message saying it’s been removed. It seems like the sensor may still actually be in the watch, just turned off until Apple settles the dispute.

Currently "Apple has been selling the Apple Watch Series 9 and Apple Watch Ultra 2 without the blood oxygen monitoring feature in the U.S. since mid-January"
