No, it cannot. Every arcade control panel has the joystick on the left and buttons on the right.
Sorry, there was a problem. Please try again later.It is aligned to the left, but you can easily rest your left hand on top and use your right hand. You cannot rotate the control deck so the joystick is on the right.

There isn't a way to change the layout of the joystick or buttons based on the instructions and the pieces that have to be joined during assembly. For Ms PacMan, you could simply move to the left side of the table to position the joystick to your right hand as the buttons aren't used, but this would cause challenges accessing the buttons on other games that need the buttons.
