The RAM is soldered. And yes, the storage can be upgraded...with a caveat. There is only one M.2 slot and it's a 2230 slot, so you're limited to the maximum available storage currently available on 2230 drives, which at the moment is 2TB max. The included drive is a WD 1TB SN740. There's a teardown video on YouTube, just search for PX13 Teardown.
