The feature you are asking about (line 1 rolling to line 2 or vice versa) is called hunting. This is a network feature that must be set up by your telecom, and not a hardware feature. As far as someone answering the same line, nothing will prevent that, but say if someone wants to just pick up the phone to make a call, it will default to the unused line.
