Can the needle and arm be replaced? null

The needle (stylus) can be replaced, but not the arm. If you are looking for the capability of replacing the entire cartridge assembly for upgrading, you might consider the higher end turntable units. This is not one of them.

Audio Technica...slippin down the eaves spout from the gutter. My Audio Technica I bought here...$299.99 and manual. No tone arm lift. Just goes on and on totally disrupting a romantic half hour interlude. And this one here? No upgrade. Peachy.

I know that the needle can be replaced but I do not know about the arm.
