Will this play video from phone to tv null

If your phone features a composite video out through the headphone jack, then it could likely work. Unfortunately there are a lot of variables at play - which region did your phone com from, what is the vendor/model, etc. In my experience, it's highly unlikely any modern phone would interface with a TV in this manner. Modern phones would use an AppleTV, Chromecast, Roku, or miracast-compatible device. In some cases there are USB-to-HDMI / Lightning-to-HDMI solutions, which I will say again there are a lot of variables at play. That said, you may want to ask the vendor of your phone for specifics.
