“I have tried the second Belkin wireless charger for my iPhone 8 plus. While they both have fully charged overnight, the green indicator light never stops flashing. Isn't it supposed to stop flashing when the phone is charged? The phone reads 100%.”

No, the light indicates that an item is located near the charger, close enough to be charged. Mine does the same thing, and my Samsung upright charger which has a red light will show red, even if the phone is fully charged.
