Can I use one tier if I only want to cook veggies? null

Yes you can use it just one tier to steam veggies, I did that just the other day. It is a pretty cool product actually. Works great

Yes per the instructions. But instructions show using as single layer or 3 layers, I don't see why 2 layers are not possible. Instructions really leave you with experimentation for your cooking taste.

Depending on type Of vegetable put on top tier if it’s one that cooks fast, all other types distribute throughout

Yes, you can use the steamer with just one tier. Remember to use less time, as well, since you won't be trying to heat up to the height of the second or third tier.
