Does this Bluetooth tell you who's calling? null

Yes it will tell you who is calling and ask you if you want to answer or ignore the call. you may have to go online and set it up first though. I have never had to do that but if you have an issue then try that.

Yes, when a call is received the lovely voice will say, "Call from... -name- Answer or ignore." The 'name' that is spoken comes from the entry in your contact list or may say "Unknown Caller" as in any caller ID enabled device.
