“Can this treadmill be used without connecting to the wi-fi? I have seen some other treadmills won't work unless the piece is connected, and my wi-fi is weak at times? I don't want to be able to power up the treadmill and hop on for a run whenever I want.”

Yes it will run without WiFi. You have to setup with WiFi.
