• I don't have Windows 11, but I can't see why it wouldn't work. As to CD-ROM, I don't have one either, but just followed the set-up instructions on the insert that comes with it, which I did, and download the online manual, and there shouldn't be a problem.

• I am running Windows 10 and did not need to use a CD ROM. As long as you have wifi, you should be OK.
