I also have a Harmony Universal remote, and I am able to use it to control the Chromecast. However, the setup is not straightforward, and it took me several tries to get it right. I eventually found the steps on the internet. The link is https://community.home-assistant.io/t/using-the-new-google-chromecast-with-harmony-hub/243254.
