No. Chromecast is a Wi-Fi enabled device. It requires to be connected to a stable Wi-Fi network, to be able to stream videos seamlessly. Availability and performance of certain features, services, and applications are device and network dependent. Although mobile data or hotspot connection may work, we do not recommend it for the reason that it can have issues with bandwidth availability, data limits and usage fees. Please try again later.You will still have to have an Internet Service Provider (like Xfinity) but with only Internet (a router), no cable box, which is as cheap as $30/mo. If you want only local channels you can either do a one time buy of a digital antenna ($35 attached to your TV) or alternately subscribe to a service like You Tube TV ($65/mo) that has both local and cable channels. Chromecast with Google TV gives you local and cable channels even on a non WiFi, not Smart TV as long as you have an HDMI port on your TV. If you don't have a flat screen (16:9 format) TV with an HDMI port, it's time to buy a new TV. New Smart TVs have WiFi and subscriptions built in--no need for a Chromecast-- (still need to pay separately for subscriptions). I recommend a minimum of a 1080P Smart TV. If you go larger than 32", go with a 4K
