It does have “apps” (like Hulu, HBOMax) though which allow you to play streaming services right on your TV regardless of what kind of TV it is (smart or not). It also has Spotify, Pandora, and YouTube Music apps so you can stream those through the TV as well. You can, of course, always cast a browser from your Bluetooth enabled phone or computer to the Chromecast to be able to view it on your TV (like a monitor).
