I wouldn't reccomend using a 3d printer outdoors, as I believe they are not rated to do so, but they are safe to run indoors, I'm not aware of any harmful fumes they produce since this isn't a resin printer, they do get hot so you may notice a temperature change in the room it's run in if it's a smaller room, but it shouldn't be too noticeable
