“Will the temperature go down to 85 degrees? Most kettles I’m looking at range from 110* ~ boil. I need one that starts at 85*~boil.”

All kettles will bring water up to 85F, its just a matter of knowing when it reaches that temperature. You're right, most kettles will not start at 100F+, and this one doesn't have a temperature display at all, so it's probably not the one for you. Sounds like you're out to brew things other than tea... and your's is a much more difficult art to master. Besides, if you're out to brew what I think you're out to brew, this unit will be too small for you anyway. Stick to the equipment that was made for the job and get yourself a brew kettle. I'll increase your chance of success, and it'll be a whole lot easier with the right equipment.
