Yes. If you leave it off, then the assumption is you don't need it. It will however charge while off as long as it's plugged in (obvious right).

Please try again later.It can be left charged and used as a backup power source, however it is best used as a failover power source (powered on and things already plugged into it. It charges the battery, and passes power to the things plugged in. If power fails, the unit switches to battery instantly keeping things running for X time depending on how much is plugged in.
