“Recently purchased but my graphics card started messing up, telling me it needs to be updated and then its up to date, regardless to what i do (manual uninstalls&installs.) Video quality has went from ultra/high to medium/low. Help?”

Took me a few tries to get the updated 17.2 drivers to install. I kept getting error or saying it was up to date with 16.3. Install as a clean install, once it installed for me, it has been fine.
